Health certificates and government rules

The airline is not the authority on government entry rules. The United States Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) advises owners taking a pet abroad to contact a USDA-accredited veterinarian as soon as they decide to travel (USDA APHIS, page last modified March 20, 2026). For dogs entering or returning to the U.S., the U.S. Centers for Disease Control and Prevention (CDC) is the primary authority. Its current requirements took effect on August 1, 2024, and depend on where the dog was vaccinated and which countries it visited in the previous six months (CDC, 2024).
American Airlines Cargo warns that if you don't comply with all of the destination country's requirements, your animal may be refused transport, quarantined, or returned to the United States at your expense.
Airline pet travel documents vs. Animal Passport: not the same thing
An American Airlines air waybill, a USDA-endorsed health certificate, a CDC dog import form and an EU pet passport are all official or carrier documents used to move pets across borders. Animal Passport is not one of them.
Animal Passport is a digital animal and livestock identity record built on muzzle biometrics. An animal's nose print is unique, much like a human fingerprint. Using a phone camera, the record links an animal to its owner, breed, estimated age (from a dental photograph, with a confidence score), body condition score (1–5, from a side-profile photo) and vaccination history. In August 2025 it was used during livestock flood rescue in Pakistan, so farmers could reclaim animals after paper ear tags washed away.
That kind of identity record is useful for proving which animal belongs to whom. It does not replace a health certificate, rabies certificate, airline booking or any government-issued travel document, and it is not accepted by American Airlines Cargo in place of them.
